Taylor Wimpey has submitted a Reserved Matters application on 15th July 2021 for a further phase of development at Hampden View, Costessey, consisting of 44 new homes.
Our proposal for Hampden View
Overview
The site is part of a wider adopted Local Plan allocation for development, identified as ‘Policy COS 1 Land West of Lodge Farm’ in the South Norfolk Site Specific Allocations and Policies Document (2015).
The original planning application for 495 dwellings, associated infrastructure, open space and allotments was approved in April 2014 by South Norfolk Council. As well as detailed consent for the housing, outline planning permission was granted for a single form entry school, small convenience store and sports pavilion. The scheme was varied in 2016 and 2018 to replan parts of the site.
In 2018, Norfolk County Council (the Education Authority) confirmed that the school reserve site was no longer needed due to local school reorganisation and they did not want the land transferred to them. The site is therefore retained by the developer and is now available for residential development.
After 2 years of marketing returned no interest from national convenience store operators or viable investors, the site which had been reserved for the local shop is now no longer needed and is considered suitable for residential development.
An application for a Community Space, comprising recreational open space, allotments, toilet block and grounds maintenance equipment storage building and associated works, including vehicle access and parking area, footpaths, landscaping and associated works has been submitted to the Local Planning Authority.
The proposed plans for the new recreation ground are the result of extensive collaboration with Costessey Town Council which has been ongoing since 2020. In November 2024, following a three month public consultation exercise that was run by Costessey Town Council to identify the needs of local residents, we submitted a new full planning application to South Norfolk District Council. We will continue to work closely with Costessey Town Council [and its local residents] on the proposed plans for the recreation ground.
Our proposals
The proposed site is part of the wider Lodge Farm Phase 2 development which was granted planning permission in April 2014 by South Norfolk Council. This allowed for the residential development of up to 495 dwellings, as well as reserving land for a school and shop.
Because the school and shop are no longer needed, we now plan to deliver a further 44 new homes on this section of the land. Alongside these new homes, we propose:
- Provisions of public open space and improved infrastructure
- The retention of existing landscape features
- A new local area for children’s play will be provided within the centre of the development
- 12 (28%) of new properties will be affordable homes for local people in housing need
- A Wildlife corridor will be retained and enhanced to the east of the site
- A Biodiversity Enhancement Scheme will be provided in order to support local biodiversity, including the provision of Bat and Bird boxes
- Existing infrastructure has been designed to cope with increased local demand, which would have resulted from a new school and shop had they been developed. Our latest plans for 44 new properties, replacing the school and shop, are not expected to cause any additional pressures on local roads, utilities and services
- This will be robustly tested as part of our planning application process and findings will be shared with South Norfolk Council

Costessey lies in the valley of the River Wensum and Tud in the Norfolk countryside. The town offers an idyllic setting with a wealth of facilities and amenities, yet the convenience of the city is only 5 miles away. A designated cycle route along Dereham Road makes the city accessible in 30 minutes.

Sainsbury’s is only a 2 minute drive or 12 minute walk from Hampden View. Here you’ll also find Longwater Retail Park with a selection of shops and fast food options. You can grab a hot drink from Costa or enjoy a drink at Copper Beech pub too. Costessey also offers a medical centre and pharmacy. There’s an excellent range of schools locally at nursery, pre-school, primary and secondary level, all within just 2.5 miles of Hampden View.

When it comes to keeping fit, you’ll be spoilt for choice with nearby Bannatyne Health Club and Costessey Woods and Queens Hill Costessey Country Park on your doorstep. You can keep the children entertained at nearby Namco Funscape. If you prefer, there’s always something to do in the city of Norwich, with its flourishing arts, music and cultural scene, bustling high street and lively restaurants, bars and nightlife to explore.
Getting out and about
Ideally located, Hampden View is within easy commuting distance of Norwich, just 15 minutes away, and you can reach the University of East Anglia in 8 minutes. Travel to Norfolk & Norwich University Hospital and University of East Anglia is made easier too with Costessey Park & Ride only a 5 minute drive. Buses run every 7 minutes from Dereham Road into the city centre and rail station. Just 2 minutes from the A47, and 6 miles from the A11, major travel routes are easily accessible from the development.
Community benefit
We will be providing a Community Infrastructure Levi based on the number and size of dwellings provided, which is anticipated to be in the region of £350,000.
This money will be collected by South Norfolk Council to spend on various infrastructure upgrades. Additionally, ‘on site’ improvements will include:
- A new local area of play
- 12 affordable homes
