We are preparing an outline planning application for approximately 350 new homes on land off Main Road, Hawkwell.
It is important that we listen to the views of the local community while preparing our proposal.
Our consultation ran from 28th April to 11th May 2025. We held a public information session at Belchamps Scout Activity Centre, Holyoak Lane, Hockley, SS5 4JD from 3pm to 7pm on 28th April 2025.
Following consideration and detailed review of the feedback that we receive, we hope to submit an outline application to Rochford District Council in May 2025.

Development Map
Masterplan
The plans will include enhancements to the green space surrounding the new homes, connecting new and existing housing with the countryside.
A new facility for children with special educational needs and disabilities (SEND) is also proposed, in partnership with Zenith Multi Academy Trust.
The partnership will enable SEND pupils from local schools to get hands on with nature through practical experiences. It is proposed that the facility could provide space to be used by the local community, when not in use by the trust.

Connectivity
Our site should have convenient access to local facilities by a range of transport modes.
The proposed development will be well-connected on all sides, with the amenities of Hawkwell and Hockley just a short walk away, as are a garden centre, tea room, village hall and leisure centre. The main railway station is also a short distance away, offering direct links to London Liverpool Street and Southend Victoria.
In terms of vehicle access, there will be a single access point on Main Road, which will likely include enhancements to the junction. Our plans will ensure that pedestrian safety is prioritised, with a new crossing point installed as part of the development.
Towards the north of the development, there will be an additional pedestrian and cyclist connection to Main Road. There will be a clear road hierarchy established, as well as defined pedestrian routes.

Ecology
The development will respect and enhance existing ecological boundaries inspired by the natural landscape and existing ecosystems.
The proposal integrates into the fabric of its surroundings by respecting and enhancing existing boundaries inspired by the natural landscape and existing ecosystems.
The proposal consists of a high quality public open space with a central green spine that acts as the unifying feature across the site and a proposed community park at the west of the site. The open space will provide opportunities for informal recreation, natural play, and habitat creation.
We will install a number of features to help improve biodiversity across the site, including bug hotels around the development. Plots will incorporate bat and bird bricks, and species-appropriate planting will be used across the site to help us exceed the policy requirements for biodiversity net gain.

Economic benefits
A new development brings a number of economic benefits to the local area and we have estimated these using UK-wide statistical data.
Estimates show that construction of the homes could create 50 jobs of direct employment, with 30 temporary jobs per year of build. 30 jobs could also be supported in the supply chain per year of build.
We estimate that the new development will bring in an additional £580,000 of Council Tax per year, and £3,150,000 of New Homes Bonus payments, which is a grant paid to the local council by the Government over a period of six years.
Community benefits
We aim to work closely with communities to help ensure our schemes deliver long term benefits for the local community.
Should we receive planning permission, our partnership with the Zenith Multi Academy Trust will deliver a specialist SEND facility that will give youngsters the chance to experience lessons in nature, horticulture, growing of fruit and vegetables, and wildlife, in a safe and specially-designed setting, as well as providing jobs for local people.
Our proposed scheme will also include the following features:
- Up to 350 new homes, including Affordable family sized homes, in a sustainable location
- Delivery of +11Ha of publicly accessible space, including play space and a community park
- Improved site permeability, including potentially re-instated historic PRoW
- Enhanced planting and landscaping contributing to at least 10% biodiversity net gain
