Taylor Wimpey is preparing outline plans for a new residential development of up to 105 homes on land adjacent south of Cullompton Rugby Club and North of Colebrooke Lane. This planning application has now been given to the Planning Inspectorate to determine.

    We have an option to purchase the land from the existing landowners, subject to planning permission being granted for our proposed residential development.

    The Planning Inspectorate, on the 9th July 2020, granted outline planning permission on the site for up to 105 dwellings, associated landscaping, public open space and allotments. This is together with vehicle and pedestrian access from Siskin Chase, and pedestrian access from Colebrooke Lane.

    Taylor Wimpey are now in the process of organising detailed proposals for the site, which will be formalised via a Reserved Matters application to Mid Devon District Council in due course.

    About the site

    The proposed development site covers an area of 12.1 acres and is currently in agricultural use. It lies between Cullompton Rugby Club to the north and Colebrooke Lane to the south. Cullompton High Street is less than 1 mile away. 

    Junction 28 of the M5 is to the north east of the site, providing fast links by road to Taunton and Bristol, while Exeter Road to the south allows links to the county town of Exeter. 

    Cullompton itself is a thriving market town, with local facilities including shops, supermarkets, cafes.

    While only illustrative at this stage, the details issued as part of our outline application showed a development for 105 dwellings, associated landscaping, public open space and allotments.

    The permanent vehicle access will be from Siskin Chase, with further pedestrian links to Siskin Chase and Colebrooke Lane. In response to feedback from local residents and Cullompton Town Council, Taylor Wimpey has agreed that construction access during any building works will be taken from Colebrooke Lane. This will only be temporary until the scheme’s construction has been completed.

    Further details on the design and layout of homes will come forward as part of a Reserved Matters application. This will include the layout, design and material for the proposed homes, along with parking and landscape proposals.

    As part of the planning permission for the site, Taylor Wimpey signed a Section 106 Agreement, which details the contributions they will make as part of the development. These include:

    • Affordable Housing, split in terms of tenure between 75% Affordable Rent (which is a rent at no more than 80% of the market rent for the area) 25% as Shared Ownership dwellings.
    • Public Open Space
    • C. £23,250 for Early Years Education
    • C. £317,409 for Primary School Education
    • C. £305,798 for Secondary School Education
    • £40,169 as an Air Quality contribution, to minimise road traffic emissions in Cullompton.
    • A monitor fee of £5,333 to Mid-Devon District Council.
    • Cabling for the provision of Eclectic Vehicle Charging Points for all homes.

    • July 2020 update - Taylor Wimpey are delighted that the site has been given Outline Planning Permission. The site has been identified for housing as part of the Mid Devon Local Plan Review, and we are pleased the Planning Inspectorate agreed with the principle of development, allowing us to move forward with more detailed designs. We are very much looking forward to starting work on site and creating a high quality place for people to live, as well as providing local infrastructure and flood improvements for the whole area.

    • Summer 2020 – we will begin forming our detailed plans for the site, in order to progress a public consultation and Reserved Matters application.
