Taylor Wimpey is preparing a revised planning application for 25 apartments and associated parking at Smiths Yard, Chelmsford, which is the latest phase of our regeneration and redevelopment of the Chelmsford Waterfront area.

    This web page gives you the chance to find out more about our revised proposals for land at Smiths Yard, off Wharf Road in Chelmsford.

    The site currently has planning permission for a four-storey development providing commercial uses, apartments and associated car parking (application references 08/00713/FUL and 11/00750/ETL).

    We are now preparing revised proposals for the site, which will include 25 apartments, along with parking provision in line with other approved developments. The new scheme will allow for the extension of the existing waterfront walkway in front of the site and it is proposed that new serviced mooring points will be provided for the use of canal boats, further enhancing the leisure use of the basin.

    Our proposals have been developed through pre-application engagement with Chelmsford City Council and meet all required planning policies.

    The Smiths Yard site measures approximately 1260 sq m and is located in Wharf Road, Chelmsford, adjoining the Chelmer and Blackwater Navigation. The site is the latest phase in Taylor Wimpey’s regeneration and redevelopment of the Chelmsford Waterfront area.

    The site is identified as suitable for redevelopment in the adopted Chelmsford Town Centre Area Action Plan. Alongside residential and leisure development the Area Action Plan also seeks to encourage active use of the area and provide new links along the canal frontage.

    Smiths Yard is located within the Chelmer and Blackwater Navigation Conservation Area and therefore careful consideration has been given to design as part of the proposals.

     The site is immediately adjacent to our The Waterfront development, where all the apartments in the current phases are now sold. It is also opposite our sold-out Indigo Wharf scheme on the other side of the navigation.

    Chelmsford offers excellent transport infrastructure to the rest of the region and beyond. The City Centre is 15 minutes from Junction 28 of the M25 and 10 minutes from Junction 15 of the A12, offering access to London and surrounding counties. The site is located 0.8 miles from Chelmsford Railway Station which provides 5 direct trains per hour which depart for Stratford and Liverpool Street, with a journey time between 26-35 minutes. The site is also located 15 miles from Stansted Airport.

    Our development is designed to work within the constraints and opportunities of the site and is a scheme that respects the area’s surroundings.

    In seeking to bring forward a high-quality development and deliver improvements to the waterfront area we have developed revised proposals for the site, with key elements as follows:

    • 25 new apartments of exceptional quality with selected plots benefiting from frontage onto the canal
    • Designated parking
    • Extension of the existing waterfront walkway
    • New serviced mooring points provided for the use of canal boats
    • Homes with excellent links to Chelmsford City Centre with public transport links to central London and Stratford
    • Energy efficient homes, helping future occupiers to save on energy costs
    • Part of the regeneration of the wider Navigation area

    The design of the new development continues the character of the adjacent development, with a building fronting on to Wharf Road stepping from two to three storeys, featuring pitched roofs and traditional detailing to respond sensitively to existing buildings and the conservation area context.

    On the waterfront a four-storey building continues the development along the canal, and is more contemporary in character, enclosing and protecting the canal basin and reflecting the industrial heritage of the site. Bold vertical bays are highlighted with the traditional colours of the canal boats which are familiar to the basin. Extensive balconies contribute to the activity along the waterfront, bringing benefits to both the high-quality new apartments and the wider waterfront area.

    The site will make financial contributions by way of Community Infrastructure Levy which can be used by the City Council to help fund identified projects in the area.
