    Taylor Wimpey has submitted a full planning application for the development of new homes at Smithy Bridge Road, Littleborough.  The development will consist of three, four and five bedroom homes and associated infrastructure including public open space and landscaping.  A copy of our planning application can be viewed here.

    The site is supported by a draft housing allocation in the Greater Manchester Spatial Framework (GMSF), which was published for consultation in October 2016. The next draft of the GMSF is expected to be published for consultation this summer.

    About the Site

    The land at Smithy Bridge Road measures approximately 14.2 hectares (35 acres) and is located to the north east of Rochdale town centre, to the east of Smallbridge and to the south of Littleborough.

    Draft Greater Manchester Spatial Framework (GMSF)

    The site is proposed to be allocated for housing in the draft Greater Manchester Spatial Framework (see extract below) which is due to be adopted in 2020.

    What's Proposed

    We are proposing to develop a high quality residential development which respects the site’s location on the edge of Littleborough. The proposals will seek to create an attractive transition from the countryside to the urban area whilst respecting the river valley. Our current proposals are for 200 new homes alongside additional primary and secondary school places within the local area, outdoor sports provision and highways. 

    Homes will be up to 2.5 storeys in height, and the design and materials will be reflective of the local character of Littleborough.

    Community Benefits

    We are proposing a residential development of 200 new homes on land to the west of Smithy Bridge Road, Littleborough.  The development will include a range of property styles and sizes and it is anticipated that affordable housing will be provided subject to viability.  New development can bring a number of economic benefits to the local area and we have estimated these using UK-wide statistical data.

    Our development will deliver a range of much needed community benefits for Rochdale including:

    Dog Walker - Half Page
    • Financial contributions towards additional primary and secondary school places within the local area, outdoor sports provision and highways.
    • Set within 7.09 hectares of new public open spaces and 355 metres of new community walks and cycleways.

    Building the houses

    •    £34.2 million estimated investment in the construction of the proposed development
    •    Creation of circa 145 new jobs in the construction period, including youth training opportunities.
    •    £8 million in economic output GVA (Gross Value Added) per annum of construction across North West, including £5 million in Rochdale

    Once people move in

    •    £2.3 million uplift in annual retail expenditure by new residents
    •    £1.2 million uplift in annual leisure expenditure by new residents
    •    Over £390,000 per annum in new Council tax receipts in the higher bands.

    Places Matter – Design Panel Review

    The masterplan has been assessed by Places Matter who made recommendations which were included in the proposals.  Places Matter are an expert Design Review panel, led by members of the Royal Institute of Chartered Architects (RIBA) who provide independent advice to help ensure developments reach their full potential. 

    Building for Life – Design Review

    The site has been evaluated against the Building for Life 12 design criteria (the Government-endorsed industry standard for well-designed homes and neighbourhoods) and is found to achieve a ‘green’ score against all the criteria.  This achieves the highest possible score demonstrating the quality of the design proposals and the neighbourhood that the scheme will create.
