    This web page gives you the chance to find out more about our emerging proposals for a new residential development at Halden Field in Rolvenden.

    We are currently drawing up a ‘reserved matters’ planning application which will allow for 40 new homes including affordable housing. The site already benefits from outline planning approval for residential development and will include extensive contributions to local facilities and services.

    A public consultation event was held at Rolvenden Village Hall, Maytham Road, Rolvenden, Kent, on Tuesday 8th September 2015 to allow local people to view and comment on the latest proposals for the site prior to the submission of a planning application.

    Following consideration of all comments a ‘Reserved Matters’ planning application for 40 new homes including affordable housing was submitted in December 2015. The site already benefits from outline planning approval for residential development and will include extensive contributions to local facilities and services.

    Following receipt of comments on the application and discussion with Rolvenden Parish Council amended plans were submitted to Ashford Borough Council in September 2016 that included a change to the mix of houses (to include a higher proportion of smaller properties), the relocation of the main area of open space from adjoining the Halden Lane boundary to within the site, repositioning of the dwellings along the northern boundary and a change to the roof forms of a number of the dwellings to better reflect local styles.

     

    The application was approved by Ashford Borough Council’s Planning Committee on 14 December 2016.

  • About the site

    The development site

    The proposed development site covers an area of approximately 1.8 hectares (4.4 acres) and is located to the north of Tenterden Road and the west of Halden Lane.

    The site is located in the Ashford District, approximately three miles south west of Tenterden and within a few minutes’ walk north of Rolvenden village centre and High Street.

    The design of the access into the site was approved in detail as part of the outline planning permission. The location and design of the access is therefore fixed and cannot be changed.

    The routes within the site are in accordance with Highway standards and are suitable for manoeuvring emergency and refuse vehicles.

    In accordance with the outline planning permission, a combined cycleway/pedestrian footpath will run along the southern boundary within the site, running parallel to Tenterden Road.

    Our proposals

    Our development is designed to work within the constraints and opportunities of the site and is a scheme that respects the area’s surroundings.

    Key elements of our development are as follows:

    • 40 new homes
    • A mix of one-bedroom apartments and two, three, four, five and six-bedroom houses
    • A proportion (35%) of affordable properties (14 homes)
    • Predominantly two-storey housing
    • A total of 122 car parking spaces including 13 unallocated parking spaces
    • Retention of key groups of trees
    • Enhancements to existing habitats

    Community benefits

    We will provide a number of significant contributions towards the local community as part of our proposed development, in agreement with the relevant local authorities.

    On granting the outline planning permission, a number of benefits were secured, most notably the delivery of new and improved replacement playing fields at land north west of Rolvenden Cricket Club. Works on delivering the replacement pitches are complete and are now in use.
