    Land off Harbury Lane, Leamington Spa (Phase 2B of masterplan)

    We have drawn up proposals for a new development of 194 high-quality homes on land to the south of Harbury Lane in Leamington Spa, Warwickshire.

    The land forms part of a wider masterplan which is broken down into phases. Phase 2B is our parcel which sits to the south west of the masterplan area and will be accessed via a main spine road from Harbury Lane. The spine road will serve two other residential developments to the north of our site.

    The masterplan was granted outline planning permission for approximately 520 residential homes in August 2015. A Section 106 agreement has been completed for the site to deliver community benefits to the local area.

    We have submitted a reserved matters planning application for our proposed development, which will seek to deal with detailed issues that have not already been approved at outline stage, such as property design, layout and landscaping.  

    Under our proposals, 40% of the new homes on our Phase 2B site will be provided as affordable housing, to be administered by a council-approved housing association for local people in housing need.

    The newsletter informed local residents of our proposals and how the scheme has progressed from the masterplan stage. We provided an email address to allow people to comment on our proposals, and any comments we received helped us to refine our plans before we finalised and submitted a reserved matters planning application to Warwick District Council.

    About the site

    Our application site lies to the south of Harbury Lane, beyond a first phase of development provided by AC Lloyd (known as Oakley Grove) and to the west of Oakley Wood Lane. To the north is Warwick Gates housing estate and to the north-west Heathcote Caravan Park. There is a disused STWA treatment works/Gallagher housing estate to the west and open country to the south. The approximate gross area of Phase 2 is 6.9 hectares (17.05 acres).

    What's proposed

    Our development is designed to work within the constraints and opportunities of the site. It is a scheme that respects the area’s surroundings as well as the principles set out in the approved outline planning permission.

    Our proposals include the following key elements:

    • 194 high-quality new homes

    • A mix of property styles and sizes to suit people in a range of circumstances

    • A SHMA (Strategic Housing Market Assessment) compliant mix of homes including one, two, three, four and five-bedroom properties

    • A 40% provision of affordable housing including one, two, three and four-bedroom homes as well as bungalows

    • Public open space including areas of ‘natural play’ and footpath connections to the country park and masterplan Local Equipped Area of Play (LEAP)

    • Distinct character areas that have been defined in the Masterplan Design Code including: spine road, neighbourhood core and rural edge (the level of which will be defined on the elevational treatments to each housetype).

    Community benefits

    The Section 106 agreement includes the provision of affordable housing (40%), plus there are many economical benefits associated with this proposed development. These include financial contributions to be made towards a range of local facilities including education, open space, outdoor sports, hospital care, highways and public transport.
