    In 2016 Hallam Land Management Limited secured outline planning permission to build up to 535 new homes, a new shop, children’s play areas and outdoor sports pitches on land between Daventry Road and Welsh Road East (application reference: 15/04473/OUT).

    We have purchased the site to bring forward and build the development, and this web page is designed to keep you up to date with information about our proposals.

    Although the development has already been granted outline planning permission, we would still be pleased to receive any comments you may have on our proposals for this phase of the site.     The comments we received from local residents have help us to refine our emerging plans before we finalised and submitted a planning application to Stratford-on-Avon District Council in June 2017.

    About the site

    The application site lies between Daventry Road and Welsh Road East on the eastern fringes of Southam, Warwickshire.

    The site consists of agricultural land with open countryside to the north and east, existing residential development to the west and a small business park to the south. The site is approximately 24.86 hectares (61.43 acres).

    The existing outline planning permission is for a residential development of up to 535 new homes including 35% affordable housing, open space and sports fields, a community building/pavilion and a small retail shop.

    Off-site road improvements are to be carried out with substantial financial contributions to local and district-wide public facilities.

    What's proposed

    To bring forward the scheme we will submit two reserved matters planning applications – one will relate to infrastructure including internal road layout, drainage and landscaping, followed by a second which will deal with design matters.

    The principle of the development has already been approved by the local authority. Our reserved matters planning applications will deal with the layout, scale, appearance and landscaping for the development, with the details being in general accordance with the masterplan that was approved by Stratford-upon-Avon District Council within the outline planning consent.

    Our proposals for the site are in line with the outline planning permission and include:

    • 535 new homes

    • A range of homes including 1, 2, 3, 4 and 5‑bedroom properties

    • Attractively laid out homes with generous landscaping and green space and homes with gardens

    • 35% of the proposed new homes specifically dedicated as affordable homes

    • New sports pavilion and football pitches

    • New public open space and children’s play areas

    The scheme has been designed in line with the existing surrounding properties and is in keeping with the character of Southam.

    As part of the application we will provide details on building heights, landscaping and materials. An example of the house types proposed on the site are set out above and below:

    Community benefits

    We will provide a number of contributions towards the local community as part of our proposed development, including the following:

    • 35% of the proposed new homes will be specifically dedicated as affordable homes
    • New sports pavilion and football pitches
    • New public open space and children’s play areas

    Financial contributions in excess of £5 million will also be paid, towards areas such as:

    • Education
    • Bus services
    • Cycle infrastructure
    • Libraries
    • Local footpaths
    • NHS facilities
    • Police
    • Underpass security

    Furthermore, off-site road improvements are to be made to the A423/A425 roundabout and the Galanos House roundabout.

    • Late autumn 2017 – Subject to gaining the necessary planning permission and clearing conditional requirements of planning, it is anticipated that work on this phase will start in late autumn 2017
