Taylor Wimpey is seeking planning permission for a new residential development of 28 homes on land to the south-east of Foxbury Lane in Westbourne, West Sussex.

  • Land off Foxbury Lane

    We have an agreement to purchase the Foxbury Lane site in Westbourne from the current landowner, subject to planning permission being granted for the proposed development.

    A public consultation for the proposed development of 28 new homes was held in September 2012 at Westbourne Baptist Church, giving local people the chance to find out more about the scheme and provide their feedback.

    Following this public consultation, an outline planning application was submitted to Chichester District Council in December 2012, but planning permission was refused in June 2013. We have lodged an appeal against this decision (September 2013). The planning appeal was heard at a Public Inquiry on the 11th - 13th March 2014. The appeal has been dismissed by the Planning Inspector.

    Westbourne Cemetery will be screened from the proposed development

    The proposed development site covers an area of 1.15 hectares and is currently in agricultural use.

    It is located on the eastern fringes of the Westbourne settlement area, between Cemetery Lane and Foxbury Lane, with Foxbury Lane providing access to local amenities a short walk away.

    The site is bordered by existing housing to the west (Chantry Hall), while further housing to the north is separated by Foxbury Lane. Cemetery Lane runs along the north-western boundary of the site, and Westbourne Cemetery lies to the east, screened by existing mature trees and separated by an open field.

    Hedges line the boundary of the site along Foxbury Lane and Cemetery Lane, while a fence and a hedge run along the south-eastern edge of the proposed development land.

    We are promoting the site for residential development as Chichester District Council’s Interim Policy Statement on Housing – Facilitating Appropriate Development, recognises the need for more house building in the area. The proposed Foxbury Lane development site meets the criteria against which prospective new housing  sites will be judged, including proximity to local schools and the protection of important trees on site.

    Following discussions with Chichester District Council and West Sussex County Council, we have developed a masterplan for the proposed Foxbury Lane scheme in Westbourne. This has been shaped through public consultation to inform the planning application for the development.

    The scheme has been designed to recognise the constraints and opportunities of the site to create a unique development that reflects the setting and the existing character of the local area.

    Key elements of the proposed development are as follows:

    • 28 new homes
    • 40% affordable housing
    • Vehicle access from Foxbury Lane
    • Pedestrian/cycle link to Lark Way
    • New homes designed to complement character of the village
    • Development to act as natural traffic calming measure for vehicles approaching Westbourne village
    • Area of public space within the development
    • New field boundary to the south-east to contain views of development
    • Sustainable Drainage System (SuDS) to manage surface water run-off within the site and ensure the development does not increase the risk of flooding elsewhere
  • Local contributions

    Should our appeal against the refusal of the planning application be successful, we will provide a number of contributions towards community facilities and local infrastructure as part of the proposed Foxbury Lane development in Westbourne. Details of these contributions would be agreed at a later stage.
