    Pathfinder Place

    We are preparing proposals for a new residential development, along with public open space and a children’s play area, on the land off Pathfinder Way, Bowerhill, Melksham.

    Under the plans, we will provide up to 213 new homes, with 30% to be affordable housing and 70% to be sold on the private market.

    The development will also deliver land for a Primary School and Early Years provision.

    Our proposed development site

    An outline planning application was approved by Wiltshire Council dated 23/03/2017 (Planning Ref: 16/01123/OUT)

    The outline consent was accompanied by a community financial support agreement (Section 106 agreement), to support services and facilities in the area, and the site will also be subject to the community infrastructure levy (CIL).

    Following the outline consent, a reserved matters application has been granted for the highway works to Pathfinder Way and the position of the Primary School has been fixed. In addition, the future detailed planning application (‘the Reserved Matters’) has now also been granted.

    The development site comprises of two large arable fields with rough grassland margins bounded by existing hedgerows, scattered scrub and tree belts and covers an area of 26 acres.

    The approved layout (below) reveals the reserved matters application. The layout presents how the properties, open space and internal roads will be arranged on site.

    Our proposed development comprises the following key elements:

    • Up to 213 new homes
    • 30% affordable housing
    • A mix of 1, 2, 3 and 4-bedroom properties
    • Mainly 2-storey with some 2.5-storey buildings (2-storey homes with rooms in the roof)
    • Sensitive design to suit the character of the local area and the semi-rural setting of the site
    • Residents parking at a ratio of two spaces per plot
    • A large area of open space
    • A natural children’s play area on site
    • Access to the site off Pathfinder Way

    Our proposed scheme seeks to create a high-quality development that can fulfil the local need for both private market and affordable housing, while respecting the character and heritage of the surrounding area.

    • Highway Works including: 5 toucan crossings, improvements to 2 arms of Pathfinder Way roundabout, footpaths to Spa Road and Western Way and Traffic Signing Works
    • Pedestrian & Cycle Improvements Contribution over £120,000
    • Play Area Contribution over £50,000
    • Primary School Contribution over £600,000
    • Primary School Land – 2.0 ha of land donated
    • Primary School Clawback Land – 0.4 ha to be returned to the owner, if not required within 10 years
    • Refuse and Recycling Contribution over £20,000
    • Secondary School Contribution over £1,000,000

    The site is also subject to CIL (community infrastructure levy) which requires a payment of £55 per square meter of habitable accommodation proposed. This equates to almost £1million to be paid to Wiltshire Council.
