In 2020, Taylor Wimpey applied to deregister part of the Village Green and replace it with a larger, more accessible and improved area to be used as the village green for the local community, which was approved in 2022 and upheld by the Supreme Court in 2024.
As identified at the time of the village green de-registration there remains an acute need for new housing in the Borough. Given the borough’s urgent housing need and changes to the National Planning Policy Framework, a strong case is now being made for residential development on the release land, as the site may now be considered as “Grey belt” by Hertsmere Borough Council.
Details of the enhanced Village Green on the replacement land were approved by Hertsmeres Borough Council at Committee in April 2025. The below illustrative masterplan shows how the new village green may come forward. The further detailed and approved landscape plans can be found on the Council’s website - planning application ref: 25/0050/FUL
Taylor Wimpey North Thames are now preparing an outline planning application for residential development on the release land, with more details to follow shortly.

Our draft proposals include:
- Development of approximately 100 homes; with 50% being affordable housing
- Mix of housing and apartments, not exceeding 3 storeys in height to protect key views form the Armada Beacon on Woodcock Hill and edge of settlement locations
- New landscaping, including mixed planting, ponds and new trees, alongside the translocation of recently planted trees
- Creation of areas of play, in the form of on-the-way play, naturalistic play, and extensions to the existing Byron Avenue play area
- Creation and contributions towards biodiversity enhancements to achieve minimum 10% net gains
- A scheme that is environmentally, socially, and economically sustainable, promoting the well-being of existing and new residents for the long-term
- Enhanced and safe walking and cycling routes, providing greater natural surveillance and accessibility to the new village green
- New jobs and training opportunities will be delivered for local people throughout construction, and once built, new residents will provide an economic contribution to the existing town’s economy
- Contributions towards local health care infrastructure, local education and schools and sustainable transportation
