Our proposed development will deliver high quality new housing for residents of Helsby, in a manner which responds to the constraints of the site and the surrounding area. The proposals have been carefully considered and are informed by detailed technical assessments and background evidence.
The site spans an area of 5.11 hectares of agricultural land at the southern edge of Helsby. It has been carefully masterplanned to take account of its surroundings and the opportunities these present. Our proposals are informed by detailed technical assessments and background evidence.
The site sits within a residential context, with existing dwellings to the north and west. It is well contained, bordered by Robin Hood Lane and the former railway line to the west, The Rock to the north and greenfield land to the east and south.

Homes proposed
Our aim is to create an attractive, high quality and sustainable development, which will create a distinct sense of place and identity for future residents.
In total, 112 new homes will be delivered to suit a range of housing needs, including 45% affordable housing which will be dispersed across the site in a variety of house types. A mix of one to four-bedroom homes is proposed, which will help to address the housing shortage in the area.
We will adhere to Cheshire West and Chester Council's design requirements and will respond positively to the context of Helsby and the provisions of the Helsby Neighbourhood Plan. The materials to be used in construction will be informed by the local area and agreed with the Council.

Our proposals features
Connectivity
A new vehicular access will be created from The Rock to the north of the site, in the form of a simple priority junction. Pedestrian and cycle connections will also be provided to Robin Hood Lane and The Rock. This will allow pedestrians, cyclists and vehicles to access the site in a safe and sustainable manner.
Existing public infrastructure is good, with convenient pedestrian and cycle links from the site to the centre of Helsby. There are a number of key local services and facilities close by, including a primary school, healthcare facilities, convenience stores (including a Tesco Superstore), Helsby Community Centre and more.
Helsby Railway Station provides frequent connections to Manchester and Liverpool. Chester is just a 15-minute ride away, with two services per hour.

Ecology
The development will become a high quality, multi-purpose green edge to Helsby, and an attractive and well-planned extension to the settlement. New areas of public open space will be created, including recreational space and allotments to serve new and existing residents of Helsby.
Our design is landscape led, protecting and retaining important natural features and existing recreational assets, including trees, hedgerows and movement corridors. We will aim to deliver at least 10% biodiversity net gain, with a dedicated ecological area in the eastern section of the site.

Helsby is identified as a ‘Key Service Centre’ in the adopted Local Plan. This means that it should be the focus for new development within the Borough after the ‘Tier 1’ settlements are considered.
Whilst the land is located within the Green Belt, we believe that it can be classed as Grey Belt land - identified in the National Planning Policy Framework (NPPF) as land within the Green Belt that does not strongly contribute to its core purposes - due to its location adjacent to the existing settlement of Helsby.
Our proposals can meet the ‘golden rules’ tests required by national planning policy for Grey Belt land, including the provision of 45% affordable housing which is a significant benefit to the community.
There is a significant shortfall in housing supply in Cheshire West and Chester, and more homes need to be delivered in order to address this. Developing this land offers great potential to meet future housing needs in the local area in a sustainable way.
