Taylor Wimpey Southern Counties is bringing forward proposals for a new residential development at Oakwood Rise, Lovedean Lane, Lovedean.
The development will form an extension behind the Norton Chase development and access Lovedean Lane through the scheme. The site offers a unique opportunity to deliver a high-quality, landscape-led scheme that responds sensitively to its surroundings. The development will provide up to 120 new homes, including 40% as ‘affordable housing’, including a mix of house types and sizes to meet local needs.
Taylor Wimpey’s vision is to create a vibrant, sustainable neighbourhood that integrates green infrastructure, open spaces, and sustainable drainage systems (SuDS), while enhancing biodiversity and promoting healthy living. The scheme will include new pedestrian and cycle links, areas of public open space, and a play area, all designed to foster a strong sense of community. Accessed via Blackthorn Avenue, the development will reflect the character of Lovedean and contribute positively to the area’s housing supply and local infrastructure.

Upcoming consultation activity
A public consultation event took place on 17th July 2025 between 2pm – 8pm where members of the public and local community were invited to view details of the site and the proposed scheme. Members of the project team attended the event to answer questions and collate feedback which will be reviewed and incorporated into the emerging layout.
Taylor Wimpey Southern Counties have also started positive engagement with both East Hampshire District Council and Hampshire County Council Highways through the formal pre-application process. Taylor Wimpey Southern Counties will continue to engage with the Council and key consultees during the evolution of the proposal and its design.
Taylor Wimpey Southern Counties attended the Horndean Parish Council meeting on 1st September 2025 where an update to the scheme was presented, with opportunities for further questions from the public.

Planning History
The Council cannot meet the need for housing over the next five years – a key requirement of national planning policy - and therefore is looking at new sites, including those within or close to existing villages as part of their ongoing local plan review.
In the short term, however, national planning policies and guidance require the Council to adopt a ‘presumption in favour of sustainable development’ when considering new sites for housing.
Lovedean’s status as a sustainable location means it should be able to support further housing to help meet local and district-wide housing needs, which will also support local facilities, contribute to local infrastructure, and most importantly integrate with the existing community.
The site was previously promoted under East Hampshire District Council’s Land Availability Assessment (LAA) and deemed deliverable by the Council. Although not allocated in the 2024 draft Local Plan, it was positively considered whilst noting the need to address landscape sensitivity and proximity to ancient woodland, which have been carefully considered in the propsoed evolving design. Adjacent developments within the Lovedean area have recently received planning support.
