Wolsey Grange Phase 2 development, which will consist of 750 new homes. Our proposals for these phases include plans for 157 one- to five-bedroom homes, with 55 of those homes designated to affordable housing.
Wolsey Grange 2 is a natural continuation of Wolsey Grange 1, forming the next stage of a connected community. As well as new homes, our proposals include areas of open space, and green infrastructure, with land also being allocated for a new primary school.
The views of the community are essential to our development process. We are holding an online consultation to seek feedback on our plans prior to submission from 5pm on Monday 5th October until midnight on Monday 2nd November 2026. Your feedback will shape our Reserved Matters planning application, which we intend to submit to Babergh District Council in January 2027.

Masterplan Phase 2A & 2B
Our proposals for Phases 2A and 2B represent the first residential phases of Wolsey Grange 2, which includes 157 new homes. The emerging masterplan has been shaped by the approved Design Code and seeks to create a landscape-led neighbourhood that responds to the site's countryside setting, heritage assets and existing green infrastructure, whilst providing high-quality homes, open spaces and connections.
The masterplan for Phases 2A and 2B has been designed to balance new homes with landscape, open space and supporting infrastructure. Land is being provided within Phase 2A for a future primary school, in accordance with the outline planning permission, with the detailed delivery and timing of the school to be determined by Suffolk County Council. The proposals also incorporate sustainable drainage features integrated within the streets and public realm to help manage surface water close to its source.
The layout has been carefully designed to respond to the site's topography, landscape character and surrounding heritage assets. Along the edges of the development, lower-density homes and generous landscaping create a softer transition into the surrounding countryside and help preserve the setting of nearby heritage features, including Red House Farm. Towards the centre of the development, a more formal character is proposed, with higher densities, stronger building frontages and connected streets helping to create a vibrant and well-defined neighbourhood.
Street Scenes
The street scenes for Phases 2A and 2B have been carefully designed to reflect the landscape and character of the site. The proposals seek to create attractive and distinctive streets, with homes, landscaping and public spaces working together to establish a strong sense of place. Key views, arrival points and open spaces have helped shape the emerging design.
The proposed street scenes have been carefully designed to create a distinctive, welcoming and memorable sense of arrival into Phase 2A. Supporting the principles established through the approved Design Code, marker buildings are positioned at key locations to frame important views, reinforce wayfinding and establish a strong identity for the new neighbourhood. The main entrance is focused around an established mature oak tree, which forms a natural focal point and provides an attractive landscape setting from the outset.
A crescent of homes wraps around the tree, creating an elegant and recognisable arrival space that will help define the character of the development. The street scene is further enhanced through the use of a varied palette of materials, including brick, render and architectural detailing, which adds visual interest and richness throughout the neighbourhood. Together with tree planting, soft landscaping and carefully designed public spaces, these elements create attractive streets that balance landscape, architecture and placemaking.
Homes proposed
The emerging proposals include a broad mix of homes designed to meet local housing needs and create a balanced community. Across Phases 2A and 2B, we are proposing a mix of one- to five-bedroom houses, including apartments, maisonettes, coach houses and family homes. The proposals also include affordable housing, with 54 affordable homes currently planned within these phases as part of the wider Wolsey Grange 2 development.
Sustainability has been a key consideration in the design of the homes. New properties will be designed to meet the Future Homes Standard requirements applicable at the time of construction and will incorporate energy-efficient measures to help reduce energy use and carbon emissions. Ecological enhancements will also be included throughout the development, with features such as bird bricks, bat boxes, insect habitats and hedgehog-friendly connections helping to support local biodiversity and wildlife.
Future phases
Phases 2A and 2B represent the first residential phases of the wider Wolsey Grange 2 development. They will establish the character, landscape framework and key infrastructure that will help shape future phases of the neighbourhood. The proposals build upon the successful delivery of Wolsey Grange Phase 1 and form the next stage in the creation of a connected community.

The phasing strategy also allows infrastructure, landscaping and public open spaces to be delivered alongside future growth.
About our proposals features
Connectivity
The proposed development has been designed around a connected network of streets, footpaths and cycle routes that will encourage walking and cycling throughout the neighbourhood. Dedicated pedestrian and cycle links are proposed to connect residents with the wider Wolsey Grange development, surrounding public rights of way and the extensive open spaces that form an important part of Wolsey Grange 2. The proposals include a number of active travel routes leading eastwards into the Green Valley Park and surrounding landscaped areas, creating attractive connections through the development.
Marker buildings and key landscape features will be used at important locations to help provide wayfinding and improve legibility throughout the neighbourhood. The street hierarchy and building arrangement have been designed to help people navigate easily through the development and identify key destinations. While the site's varied topography presents some challenges, accessible connections will be incorporated wherever practicable, helping to ensure that as many routes as possible can be enjoyed by a wide range of users.
Heritage
The proposed development has been designed to respect the setting of these heritage assets and ensure that their significance continues to be appreciated within the wider landscape. Areas adjacent to Hadleigh Road have been carefully planned to preserve important views towards Red House, with development set back where appropriate and integrated landscaping helping to soften the transition between the existing and proposed environments.
The layout also follows the principles established through the approved Design Code, creating an attractive and well-considered development that responds positively to its historic surroundings. Through sensitive siting, landscaping and design, the proposals seek to successfully balance growth with the protection of local heritage assets.
Landscaping
The wider Wolsey Grange 2 development is planned as a landscape-led community, with more than half of the overall site dedicated to open space, green infrastructure and ecological enhancements. Within Phases 2A and 2B, landscaping has been carefully incorporated throughout the layout to create attractive streets, spaces and routes for future residents.
Two play areas are proposed within these phases, providing informal play opportunities close to where people live within easy walking distance of residents’ homes. Street trees, front garden planting and soft landscaping throughout the development will help establish a green character from the outset and contribute to high-quality street scenes.
Sustainable drainage systems (SuDS) have also been integrated into the highway network. These features will be planted to provide visual interest throughout the year, whilst helping to manage surface water in a sustainable manner. Together, the proposed landscaping and SuDS network will support biodiversity, enhance the appearance of the development and create a welcoming environment for future residents and visitors.
Next steps
Wolsey Grange 2 already benefits from outline planning permission (Ref: DC/21/02671), which established the principle of development for the site. This forthcoming application will focus on the detailed layout, appearance, landscaping and design of Phases 2A and 2B.
Our approach features
Planning History of the site
Since the outline permission was granted, further planning work has taken place to guide the future development of the site. This included the preparation and public consultation of the Wolsey Grange 2 Design Code, which was approved in May 2026 and provides the framework for the appearance, character, landscaping, movement and layout of future phases.
A number of planning conditions have also been discharged, including matters relating to phasing, archaeology, ecology and technical infrastructure. In addition, separate infrastructure Reserved Matters applications have been submitted for key components of the development, including roads, earthworks, levels, drainage and strategic landscaping.
